Tange Levin is available in both 26.4 mm and 27.0 mm and has been for many years, but in 1976 it may have been 27.0 only as that was the old JIS standard. I think the Levin is yet another example of greatly underrated Japanese parts. SunTour/Sugino/KKT/MKS/SR/Tange/DiaCompe made stuff every bit as good as any European manufacturer, including Campy, but they don't get the respet they deserve. I think in the next few years this stuff will become more collectable. But it will probably have to start outside Japan. Just as it has been the Japanese collectors who have increased the collectabliity of French bikes and components, I think it will be American and European collectors who will increase the demand for Japanese bikes and components.
