It is a fast drying clear, usually an acrylic, which is used to obtain a tie coat to slick or difficult to sand areas. Examples: chrome bumpers, door jambs, etc.

I have used various adhesion promoters but far prefer to very lightly frost chrome with an abrasive (very fine aluminum oxide blasted at VERY low pressures) to obtain a mat finish on chrome for my primer to lock onto.
