Richard, I think you are correct. It's made me wonder about the wisdom of refinishing a frame unless the paint has completely deteriorated. Yet many people prefer refinished frames. The problem is that in many cases the only real distinguishing features of a frame are the decals and head badges. No wonder people want to bury them in clear-coat.
