[CR]Question about bikes damaged in shipment

I have this question because I'm sure a similar situation has happened to other members of this list...

I just bought an old track bicycle via eBay. The down tube suffered a small dent while in transit. Due to the location of the dent, I suspect it was caused by one of the front wheel's Phil Wood mounting bolts striking the frame. (And other than this one bolt, the things was packaged in an absolutely "bullet proof" manner. There was absolutely no damage to the box.)

Do I have any recourse with the shipping company (FedEx Ground) or is this something I have to take up exclusively with the seller and/or eBay? Thanks, Fred Rednor - Arlington, Virginia
