I doubt that the derailleur hanger was installed at the factory, because it appears that the dropouts have been re-chromed.

Compare the highly reflective chrome finish on the brazed areas in this shot http://bikesmithdesign.com/temp/ParamountChrome.jpg to the same areas on the bike in question http://homepage.mac.com/shawnfabian/images/DSC00224.JPG

It looks to me that removing the original chrome etched the brazing filler, which was not re-polished before re-chroming. Also the chrome looks thinner than original.
