I'll tell you how the chainstay length of a bicycle is measured in a bike shop Richard. You take a tape measure and measure the distance from the center of the rear wheel axle to the center of the crank axle. If the bike doesn't have vertical or semi-vertical drop outs, if it has horizontal drop outs or track ends (axle adjustability fore and aft in other words), then the rear wheel axle will be located midway in the slot for the measurement. Can't imagine any other way of measuring it actually.
