Just looks like a particularly filthy early 70's UO-8 to me. The stem is the one referred to as a "death stem", but in fact almost identical stems marked with several brands were universal as OE on French bikes at the time. The bars, stem and brakes seem to have been damaged in a crash, but not in the manner they would in a bike crash. More like the bike was on a roof rack that didn't clear the garage door and first impact was on the back of the stem. The saddle damage is what typically happened when riding these saddles several hours in the rain, or leaving them out in the rain for a week, then riding them wet. This is a bargain at $0.99, but at $5 you would probably be overpaying.

Also, nice leather saddle, I think this is exactly what Sheldon Brown warns about the low cost leather saddles ruining the reputation of the good ones.
