That eBay bike is a slightly bastardized Windsor Professional. They're a decently made Cinelli copy from Mexico. They often sold for little more than the Record group did in the early '70s. Some people bought 'em, rode 'em for a while, then upgraded the frame... Quite a few Windsor Pro frames got hung up with low mileage. They weren't a "prestige" bike. Some got repainted with Cinelli decals... I've heard of some cracking around the bottom bracket, but I haven't seen it myself. I still have the Windsor I bought in high school, and another purchased more recently. No problems with either, but they're early ones ('73-'74).

If you can find a nice early one, they're pretty well made, and they ride nicely. Some I've seen (probably late '70s examples) aren't quite as nice. Later examples have a bunch of holes drilled in a circular pattern in the bottom bracket. Early ones didn't have 'em.
