Sounds like Peter White is selling defective stems again!

The stem, as Phil pointed out, is hitting the butted bottom of the steerer tube. All steerers are thicker at the bottom than at the top, since there's more stress at the bottom. The butted section is always about the same length. It's the non butted section that varies in length with frame height. So, shorter frames restrict how far a stem can be inserted. The smaller the frame, the less you can insert a stem.

You have a few options. If the stem is still in pristine condition, I'll take it back. You can also shorten the stem, as described by another poster.

You can also try the Technomic Deluxe, which is shorter than the Technomic. We have those too.
