If the tire savers were mounted forward of the fender/ brake, they would not fold under the fender/ fork crown/stay bridge. That's what i did years ago. If there was enough clearance between the caliper and tire I'd fix them 'backwards' from the fixing nuts and if there wasn't, I'd mount them off the acorn nut on the front. It seemed to be a good idea to an 11 year old kid back then.
