I must say, this takes me totally by surprise. As a Houston resident, I thought I had a pretty good idea what was going on in town in connection with vintage/handmade bicycles, but I had no idea anyone was planning anything like this. I don't remember anyone EVER staging anything like this in Houston, which frankly, isn't known as a very cycling-friendly city, even though we do have a velodrome.
Since Messrs. Sachs, Baylis and Boston are to be among the luminaries featured at this event, perhaps one of them can tell us more about how the event developed, what to expect at it, and some background on Don Walker, the organizer, who is evidently a framebuilder himself.
