On ebay there is an odd track hub. Has anybody seen one like this before? It is a high flange but does not have any holes in the flanges.

Looks like perhaps a late Tipo track hub? (Note the curvature of the flanges).
   Or is it even newer than that? I've never seen one like it. Domestic-market-only item, maybe? Interesting.... Too bad it's an orphan. Gregorio Parker Ann Arbor, Michigan
