These are indeed the GB "anodised" wreath handlebars that were introduced c. 1973. They came in gold (as this is) or silver. The 1973 Raleigh (North American) catalogue specs these bars, in silver, for the TI Raleigh Team Pro with a Record 3TTT stem, later a plainer alloy stem of unspecified make. I was able to get a pair of these bars from a CR member in the UK.

But.... Eric Elman, our resident Team Pro expert, tells me all of the Team Pros he's actually seen had 3TTT Superleggere bars with the 3TTT stem. So... as usual... we have specs vs. reality. But I have a lovely combination on my machine and yes I really like looking at the GB in the wreath when I am riding....
