Jerry, I'm not saying that Kim's frame is definitely French - but don't rule it out based on details like the heart shaped cutouts. In fact, if you look at the photos, you'll see that my Lejeune track bike also has them. Of course, since the frames were made by sub-contractors, you can't really say with complete authority where "French" bicycle like LeJeune were actually built.
