Since I just moved back from Gent I can tell you all those shops are gone. The only builder left in the area is a guy named Wood, I think, working out of a shop about 2 blocks from the Delirium Tremens (Huyghe) brewery. Alas both were closed when I went to visit. Baron knows of a couple other builders in Belgium other than the Merckx factory, but from what I heard in the Plum shop there are very few places left building their own frames left in Belgium. This seems to be the way throughout the low-countries. Even the old time RIH shop in Amsterdam almost called it quits a couple years back because they couldn't find any new builders. I did hear that there was a good builder in Luxembourg though I think his bikes are strictly off-topic.
