As has been already mentioned the problem with many of these mixte bicycles is that people (perhaps even the manufacturer) installed dropped bars on a frame that was originally designed for swept back bars. Remember that many people will not consider a machine a "real" bicycle unless it has dropped bars and apparently the vendors were happy to oblige. In this case the SR handle bars exacerbate the problem because their reach is about 2.3cm more than something like a Cinelli 64.
