Mike - If I read you correctly, you are Short, but the bike is short. It sounds like a problem I have faced before, too, so I'm not being smart***. When the distance from the seat binder to the brake bridge is too short, the very long Universal cable hanger with QR just won't work. At times, I have just used a slotted MAFAC hanger, ugly though it is. That way, I could at least pull the cable and bushing out of the slotted stop to open the release.

I am reassembling a Bianchi Specialissima after doing maintenance and a partial restoration and am having a problem putting the rear brake back together. The bolt which attaches to the yolk which holds the straddle cable is rubbing on the quick release mechanism/hanger when the brake is activated - does that all make sense? Anyway I am wondering if I need a shorter straddle cable.

The brake cable was not attached when I received the bike so I do not know if this problem was extant previous to the bike being shipped to me.
