FWIW: I have 23 1/2, 24 1/2, 25 1/2" Raleigh frames and they have virtually the same 22 1/2" top tubes. (+ / - 1/8") They span 7 years so that may account for the minor variations in tube length. In my case the complaint isn't so much the top tube length or reach to bars as it is getting the bars on the 23/12" frame high enough. Probably a good thing the 25 /12" frame isn't square!
