It's really hard to say what a raw percentage means. I think what Chuck is referring to is that lots of buyers are reluctant to leave negative feedback, least the seller retaliate with negative feedback. I know that I am reluctant to get into a negative feedback pissing contest, so if I'm dissatisfied, but the problem falls short of deliberate fraud, I usually just don't leave any feedback at all. So a less than great seller can sometimes have a 99.2%. But you're correct that one or two nut cases can give someone with 50 good transactions a 98% or even 96% rating. There have been a couple of good suggestions here about this. One is to read the actual feedback. Sometimes many of the 99% "positive" feedbacks are pretty lukewarm and probably should have been classified as Neutral. Another great suggestion was to look at feedback "Left for Others". If a seller has one or two negative feedbacks, but the complaining buyers habitually leave negative feedback, you can pretty safely assume that the problem is not with the seller. I mean, for all eBay's faults, the vast majority of transations are good ones, so a user who posts a large percentage of negative feedbacks is almost surely the cause of the problems, not the victim of them.

What if you had made 40-50 trouble-free sales and them you meet up with an ass-hole who gives you a bum rating. Or someone who demands NOS when you specified good condition!

Sometimes called 'rating blackmail'

That, unfortunately is why many reputable sellers will not give feedback to buyer before item is delivered and customer is "satisfied"
