Yep it was when I work at Collins in OR and the bike was burgundy color and you made the top fit the cradle of an older NR campy seat post. After you gave me that answer you said that you would probably just cut off the tube and put on a binder. The mind is a terrible thing it is the first to go. By the way it was about 32 years ago. I've got an image of a similar brake bolt brazed directly to fork crown on a Bianchi ridden by Gimondi that is now in a Japanese collection as seen in the publication "All About Campagnolo." The rear brake pivot bolt is similarly brazed directly to the brake bridge on the Bianchi.
