I have taped Neoprene underneath cloth tape for Paris-Brest-Paris. Worked great - right thickness, right amount of squishiness. Neoprene is available from outdoor garnment shops, as well as those who work on divers' wet suits.

If you only need a little extra cushioning, put cork tape underneath the plastic.
