I think it's an interesting question as Ben has probably not taken 'torch-to-steel' since the '80's, but unless they have altered their offerings, one can still order a Serotta lugged steel frame.
I vote "Yes" since the first thing you will see if you visit the Serotta factory is a lugged steel frame (they have many) hanging on the wall as well as quite a bit of lugged steel memorabilia (of course they also have Ti frames up there as well!!).
