Though the factories aren't building steel, I wouldn't be surprised if there aren't more small builders and hobby builders working in steel than ever before.

Between the UBI school, the framebuilders list, websites such as Freddy Parr's and Tim Paterek's book (3rd edition just released) I think it's easier than ever to learn framebuilding.
