This is one for the British bike enthusiasts!?

Doug Smith, out of extraordinary kindness, this past week received my 1948/9 Carpenter frameset from the seller in Bath (where it has been for the past year - awaiting my decision and the financial wherewithal to get it painted in the UK before it crosses the pond). I think with a secret delight, Doug is doing a thorough study of the frame, forks, headset and BB, on my behalf - for which I am truly envious. It is likely going to be sent on to Mario Vaz where Doug's 47 Carpenter was painted.

That aside, Doug found a second stamp on the BB shell (besides the frame number 4281) which he thinks is a Glasgow postal code. It is not completely legible but reads GE23 **L (the 5th and 6th letters or numbers missing). Would anyone care to comment on what this might be all about?
