I prefer to install the hoods from the back of the body, which requires removing the levers from the bars, but reduces the amount of stretching and potential tearing. I coat the inside of the hoods with softsoap, which I find does a good job of lubricating them for installation.

I tried using talcum powder to help it slide on and that helped a little.

If you remove the lever (unbolt it from the band) it looks like it would go on easier, but then if you're trying to save your tape-job, you have to fiddle with trying to remount the lever so it doesn't have tape caught underneath (between the lever and the handlebar).

Any tips from all you experts?
