I'm not familiar with Airlite hubs, but from your question, it sounds like the same problem I faced with a set of Phil Wood hubs: steel center cylinder with aluminum flanges. You can see them on my Masi page at http://www.nonlintec.com/masigc/. The restored hubs, and a description of what was done, are about halfway down the page.

I did this with my "copy chrome" brush plating kit from Caswell (http://www.caswellplating.com/). This is actually nickel, with some cobalt thrown in to make the color a little more chrome-like. Actually, even if I had a tank plating setup, I'd use the brush plating to avoid having to disassemble or mask so much. As for the fact that it's not really chrome--I suspect that a lot of "chrome" on bike components is really just bright nickel anyway.
