I remember hearing about D+D Refinishing back in the mid-'90s. I kind of thought they were in Colorado, but the "East" label doesn't exactly reinforce that thinking, does it? Seems like I saw in Bicycle Guide a nice two-tone finish they had put on a custom frame built by someone named Fowler.
