Those are the thicknesses of the butts and the center section measured in English "Standard Wire Gauges" (SWG)

20/23 indicates that you have a frame built from a "Standard" tube set. (or at least using a Standard Down Tube)

A "Heavyweight" DT would be 19/22 and an "SL" DT would be 20/24

20 Ga. = 0.036" 23 Ga. = 0.024"
