pbp requires only lights (and a reflective vest, the vestement that contributes most to the dorkifying of touring cyclists :) ) at this juncture in time, though fenders have been a requirement in the past - its only recently that riders have been allowed to start without them, but its been several pbps since it rained... i know fenders werent required last year, and possibly the year before.. (jan?)

theres definitely fenders on the rebours tandem - you can make them out just barely below the headlight, which is mounted to the fender. they would have been required at that point in history.

racers, though, im not sure - i would not be surprised if there were separate rules for racers and "cyclotouristes"... hendrickx doesnt appear to have either, and he certainly wasnt disqualified!
