This seems to be a common misconception. Singles (or tubulars, or sew-ups) are often called 27 inch, even though the rim is actually the same diameter as a 700C HP (or clincher, or wire-on) tyre.

There is no 700c/27" difference with singles, they just are.

Sheldon Brown's tyre sizing page gives a great run-down on the various HP (clincher, wire-on) sizes, but no information at all on singles.
