There was no such thing as a 27in tubular in the UK... In the UK standard tubulars were sometimes called 27s but these are in reality 700s. We also have (and have had since about 1900 at least, 26in tubulars - these do seem to vary in size a little - but there are more problems with some being tight rather than any being loose. 27 x 1 1/4in wired rims was a bastard tyre size launched by Dunlop in 1935 and bears no relation to any other tyre size... The various 26in and 28in fractional (not decimal) sizes (1 1/2, 1 3/8, 1 3/4, 1 5/8 and 1 1/4) all have their exact equivalents in the French 650 (26in) and 700 (28in) systems.
