After cutting and soaking, might it not make sense to find a piece of metal tubing the same size as the stuck seatpost, lube up the sides, and then tap it in with a hammer? There could be some danger in new tube being wedged in, but I think the more likely result would be the old post shards would move down, break free of the side and then fall off.

Others can correct any error with this theory, but at this point I don't see how to follow Shrek's advice (better out than in).
