Joe is right, I've done this more than once. The crown race and upper and lower pressed cups are the same for French, English and Italian. I believe Mike Kone, when he had Bicycle Classics, used to sell the French threaded adjustable cup and top nut for people who wanted to do the opposite - convert an English HS for use on a French bike. The only other difference is the keyed washer than goes between the adjustable cup and the top nut. Italian steerers typically had a keyway slotted into them, with a matching key on the washer, while French steerers were flatted on one side, requiring a flat in the washer. English threaded steerers came both ways with bikes actually made in England often having flatted steerers like French bikes.
