At the height of the bike boom I think these guys used whatever they could get. I bought a 1972 PX-10 that had these same (DuBois?) head lugs, but ha d Nervex Pro ("curly-pointy") seat lug, BB and fork crown. A year or so late r, my dad bought a PX-10 and got almost the opposite... Pro head lugs and seat lug but simple BB and fork crown (same crown that's on this bike).

Makes me think they had a bunch o' crates filled with stuff and just built the bike with whatever they grabbed first.

Comparing the details of this bike to mine, I'd say it is either a '72 or '73. It has a pushrod front der which I think went away soon after in favo r of the Criterium (delrin body) parallelogram front der. Only difference I can

see between this bike and the one I had is the plastic downtube cable guide which may have been introduced in '73 (mine was all metal, this plastic guid e, as well as the Criterium front derailleur, came on my dad's bike).
