Those are most likely excellent Japanese Panaracer tires, and it would be foolish to ditch them unless they're either worn out or have visible lumpy/misshapen areas when inflated.
Nylon tires don't generally become functionally worse with age.

There isn't any difference in the tires, but there is a difference in
the maximum pressure you can use.

Yes. Normal pressure for 27 x 1 1/4" and riders of average weight is
70-75 psi.
