I've taken to using nail polish for frame touchups. The big advantage is that nail polish is very hard and allows you to wax the touched-up area, whereas brushon enamels will usually rub off when hand waxing. Of course, the easiest match is red, as nail polish comes in almost every conceivable shade of red. But I've also found white for a 1967 PX-10, silver for a mid-70's PY-10 and black for an early 80's Bertin. And, belive it or not I exactly matched the metalic silvery blue of a 1950 Claud Butler Avant Coureur.

Better still I used nail polish to touch up the infamous blue lugs on the 1967 PX-10 by which this bike has become known in CR circles (evidently the original owner though it was an improvement on the black lugs). The color is damn close to the metallic medium-dark blue you describe. Look for the "Pure Ice" line by Bari Cosmetics, color #633 "Starry Nites". (Don't you just love the names?) Of course you may get some strange looks for hanging around at the cosmetics counter, but you can claim your wife sent you. Or better still, since many of these colors are pretty tacky as actual nail polish, claim your teenage daughter sent you.
