While not stated in the posting, I suspect that Charles was referring to the California bicycle license stickers. They started coming out in the 70's and were made of Aluminum with a embossed & colored number, there are two smile cuts to either side of the number to help impede removal.

For these, starting a peel at the edge assisted by a solvent with paint test prior is a reasonable course of action. "Goof Off" or 3M general Purpose Adhesive Cleaner #08984 is pretty thin and will help detach, never been able to save one for reuse. If near transfers that are to be saved, orient the frame for gravity assist and mask off the transfers as far away as possible. I keept the trasfers themselves hidden by a paper layer from the masking tape.
