To which Kim responded: I never bothered to use this feature. You can't like/be liked by everybody, anyway, and both parties have to agree to do this (same situation as the other use of the same 4-letter word. Consenting adults).

Kim:

eBay will still withdraw your (received) negative if the other party never responds to the Square Trade inquiry (his (received) negative will remain in place in this case). This doesn't work for International trade, though, as of early May 2005.... As I said, I'm not thrilled with these processes, as it tends to "sanitize" reality a bit .... Even more reason to thoroughly examine a seller's FB before bidding!
