Yes, I can only agree with John. This is definately a frame worth restoration! What a gift, though: "Here, I would like you to have this $600 restoration job." With friends like that ... Vitus used this kind of seat bolt arrangement, too. Worked for them.
And, yes, WOW what a stem; although it could've done without the pansy triangles on top.
