My 1974 Peugeot catalog indicates the available sizes for the PX-10 model to be: 20"; 21"; 23"' 24" and 25".
The catalog did not state if the size was c-c or c-t, but my experience has been the vast majority of French manufacturers measured 'center-to-center'........YMMV
