Shellac is a time tested method of bonding on the tires but it has to be done right. When properly prepared, after multiple coats of shellac, the desired result is a "bed" of extremely tacky (almost wet sticky) shellac glue. If there is too much time between coats or until the tire is mounted, the shellac may dry out and won't properly wet out with what is on the tire.

Using shellac is one case where if you don't have the patience and technique to do it right, then better not to do it at all.
