I second this. This is how I have mine setup right now. For rural road riding here in the West (glass, goat heads & star thistle, general debris), it works very well.

One trick I have found setting them up: Leave the bike in the sun for a few minutes (not long enough or hot enough to overheat your sew ups!), with your tires inflated to riding pressure, and your rims trued (no hops). This softens up the plastic on the wipers so they give the true 'sag' and the true tire diameter that you get once everything is warmed up. Then gently bend the metal part until they just skim the tire, but don't rub.

If you set them up in the shop, things will change on the road.

I haven't used tire wipers since the 70's but as I recall, the trick was to get them as close as possible to the tire... but not touching. They would still skim off thorns and glass and shards of metal, perhaps even larger particles of sand... but would not wear the tire or make any noise.
