I'd have to guess the riders are "going" though it really makes no difference - in the foreground you can see one rail with it's associated check rail for the crossing. The bulk of the people in the shot (though some are spectators) are therefore between the crossing gates. The photographer must be standing in the worst place possible and judging by the two guys using the internationally accepted railway handsignal for stop with some urgency I'd guess the trains bearing down on them. Where is the Lanterne Rouge when you need him !
