How interesting that so far the attempts to answer this question have centred on the use of drugs. The term dope in this context refers to a substance applied to a fibrous surface to aid the use of an adhesive. It was also used in early aircraft construction to coat the wing and fuselage fabric, and is still used by model builders. The other meaning of dope is to describe a foolish person, as in one of Snow White's small companions. You can use whichever meaning you think is appropriate to you!
