I have several bikes with NR RD's set up with 14-28 and even 13-28 and 52-42 chainrings . It does work, but you have to get the chainlength exactly right. Also the large-large and small-small combinations will usually not be useable. I try to get the setup to allow the RD to shift to the large-large on the workstand without damaging anything and small-small without the chain falling off, just in case I mistakenly select those gears on the road. But I never deliberately use those gears on the road. It often helps to pull the the rear axle to the back of the DO's, and it is better with old long Campy DO's. I've made it work with short Campy DO's on a Trek 660, but I had to remove the DO stop screws entirely to get the axle that little bit further back.

Of course there is an easy way out of this - use a smaller large chainring. A 50-42 makes this much easier, and with a 48-42 it's a piece of cake.

If the cage is highly tilted on that cog, the upper roller takes a position that is low enough to clear the large cog. The question becomes whether there is enough chain tension to keep the chain on the teeth in the 52/13 positions. The bike, a marginally on-topic Mondonico, has real short chainstays, which might also be part of the equation.
