Ah... there is such a brake. It appeared on what is almost universally accepted to be the pinnacle of lightweight bicycle design, the Huffy Aerowind:

As you can see, it not only mounted it's own hangar, but it's own reflector as well. Can't ask for much more than that, now can you?
