I have an old Peugeot with a stuck stem. I can only believe it is a proper 22mm diameter as the stem seems of the right vintage and is french made. The normal twist while bracing the front wheel feels like I will bend the fork. I believe that the plug (wedge) is knocked down, though since I can't see it, and don't know the history of the bike, I am not certain.

stem is Alloy. Frame is basic steel.

I've since been soaking it with penetrating lubricant, but welcome all hints. I don't wan't to hurt this bike, a 5 speed 650b womens frame for my wife to cruise on the Burke Gillman trail in Seattle. Thanks Dan Kasha Seattle, Wa
