Sam, You're not using talc on the tubes and tires are you? I've found on the couple tire/rim combos that were fussy it helped to scrub rim and tire bead with soap and water, something like Dawn. Makes everything clean with out traces of dust, dirt, stray lubricant. Seems to help tire bead grip rim.

PS: Dawn's also great for cleaning up the mess you made if you have a S-A hub and are a little thick-headed about how little oil they want. : o
