Regarding the "thing-a-ma-jig" (aka eBay item #7183330109)...

What you have here are shoe guides that bolt onto the pedals, just behind the toe clips. Campy incorporated these directly into their own toeclips (see e.g. but also made them available as separate, bolt-on pieces for those heathens unwilling or unable to use real Campy toeclips.

What they do is help prevent the front edge of your cleat from snagging on the pedal cage by forcing the cleat up and over the pedal cage, allowing you to engage the cleats more quickly or reliably than your pathetic non-Campy-equipped rivals.
