It's basically a low-end bike-boom product. Note the 1/4" plate used for a rear brake bridge, and horrible TTT hollow stem. Hubs might be Nuovo Tipo, but can't tell from the photos. Crankset would say "Stronglight" if that's what I was... it's more likely a no-name generic. The chainring bolts are of some value for pre-1960 bikes. The Velox rear derailleur is probably the only thing of interest, and that only because it's comparatively rare. It's Torpado's equivalent of an Atala "Gran Prix" or Steyr "Bergmeister".
